"This throw is done when Uke has put his right reaping leg
in place for O-soto-gari but further movement has been stopped
by Tori. 
Once
the initial attack has been stopped Tori steps back and round
in a quarter turn thus transfering his weight to his left foot
and then attacks with his own O-soto-gari."
